SIGAH
Description
Honduras was reforming its juvenile justice system, promoting alternatives to detention and strengthening the newly created INAMI. However, case management remained fragmented, with limited coordination between judges, technical teams, and rehabilitation programs. Tracking compliance with non-custodial measures was slow, paper-based, and inconsistent, making it difficult to ensure transparency and protect adolescents’ rights.
With support from USAID and in coordination with the Judicial Branch, SIGAH was developed as a real-time case management system for adolescents in conflict with the law. Deployed in 2019, it enabled authorities to monitor alternative measures, enforce new legal norms, and generate reliable data to guide public policy and institutional strengthening.
